As the Counselor on Climate and Energy and the Deputy Head of Section for Global Issues and Innovation at the Delegation of the European Union to the U.S., Dr. Dagmara Koska oversees climate and energy policies for the EU Delegation and manages relations between the European Commission and the European External Action Service with U.S. government and institutions. Prior to her current position, Dr. Koska worked as a Member of Cabinet of the Vice-President of the European Commission, Maroš Šefčovič (Energy Union). Before that role, she worked as a Member of Cabinet of the Commissioner for Energy, Mr. Günther Oettinger. She also has several years of experience in the application of EU merger, antitrust, state aid, and energy policy working in the EU Commission’s Directorates General for Competition and for Energy. Before joining the European Commission in 2008, Dr. Koska worked in law firms Cleary Gottlieb Steen & Hamilton LLP in Cologne and Redeker Sellner Dahs in Bonn, Germany, advising clients on German and international competition and corporate law. Dr. Koska is a German lawyer specializing in German and International Competition and Energy Law and holds a Doctorate in European Antitrust Law from Rheinische Friedrich-Wilhelms-Universität in Bonn, Germany.
