Ms. Isabel Rioja-Scott
Director for North America
National Security Council
Ms. Isabel Rioja-Scott has been serving as the Director for North America on the National Security Council’s staff since July 2021, where she oversees issues related to Canada and Mexico. Ms. Rioja-Scott is a career foreign service officer who most recently served as an economic and political counselor in Panama City and the Deputy Director in the Office of Policy Planning and Coordination for the Western Hemisphere. She has also held postings in Mexico, Tunisia, Venezuela, and the Dominican Republic, and has worked in the Operations Center at Foggy Bottom. She has also previously been a Dean and Virginia Rusk Fellow at Georgetown University, where she researched Latin American economic policy and taught a course on U.S.-Venezuela foreign relations. Prior to joining the Foreign Service, she worked as an insurance broker. Ms. Rioja-Scott holds a B.A. with honors in international relations and history from the University of Pennsylvania, and she also studied at the Chinese University of Hong Kong. She is fluent in Spanish and speaks French.
