Ambassador Moctezuma was appointed by President López Obrador in February of 2021, when he had been serving as Secretary of Public Education. Among his previous government positions, he has worked as Secretary of Social Development, a federal Senator, Secretary of the Interior, Under Secretary of Educational Planning and Coordination, and Secretary of Administration for the Government of the State of Sinaloa. He was also responsible for implementing the autonomy of the Supreme Court of Justice of the Nation.

Ambassador Moctezuma holds a degree in economics from the National Autonomous University of Mexico (UNAM). He also earned a Master’s degree in economic development from the University of Cambridge. He was awarded a Doctor Honoris Causa degree from the University of Sciences and Arts of Chiapas. Ambassador Moctezuma has also been a columnist for several Mexican newspapers and has written several books.
